[COMM-ORG] new COMM-ORG spam controls

Hi COMM-ORG,

To control the dozens of daily spam messages arriving at COMM-ORG I have 
tightened up the spam filters.  Consequently, it may filter out a 
legitimate message here and there.  So if you send a message to the list 
and don't see it posted in 48 hours, please check with me.
