Query: Setting Up Leadership Award/Fund

One of our founders, a grassroots activist, is dying of cancer and his 
family would like "donations in lieu of flowers" to come to our 
organization.  As it turns out, we are creating a new annual "housing 
justice" award in honor of our 35th anniversary in memory of this man's 
late wife, our founding executive director.  This couple's son, who's 
also the executor, liked my idea of a monetary award to go with this honor.
 
I had suggested to this man's son that  could be patterned after the 
"Gale Cincotta Fund for Leadership and Organizational Development," 
established by the National Training and Information Center when a major 
Chicago activist passed away about 6 years ago.  He and I both agreed 
that it should somehow be earmarked for an adult (as opposed to a 
scholarship), first because adults are the ones who make housing 
decisions, and second, because the couple were themselves activists 
throughout their adult lives.  I did a quick check into the Cincotta 
Fund and it seems to me it is inactive.
 
QUESTION: Can any of you suggest actual models of leadership development 
funds to encourage emerging, individual grassroots activists?
