Pennsylvania did some promotional/research materials in the early 90s
linking public support for the arts, quality of life and economic
development/renewal through the Office of the Cultural Advisor to the
Governor of PA. I'm not sure if that office still exists, as this took
place during the first Casey administration, but you can try contacting
Sondra Myers, who served in that position, through the Democracy
Collaborative in Washington, DC.
