query: difference between coalitions and partnerships

There was some work presented a few years ago by my Extension Service
colleagues on this issue--see the Collaboration Framework at

It describes the continuum of involvement as follows:
  Networking
  Cooperation/Alliance
  Coordination/Partnership
  Coalition
  Collaboration

Whether you agree with this model or not, it does point out that there
are varying levels of engagement, commitment, and resource sharing that
are useful to consider when working across groups and organizations
