Action for Regional Equity (Action!) – a coalition of 18 Massachusetts 
equity organizations united to address continuing disparities in 
affordable housing, transportation investment, and environmental justice 
– addresses the critical development challenges facing the Commonwealth. 
By recognizing the connection between these issues, Action! identifies 
policy solutions that share benefits and burdens of growth fairly across 
communities. Advancing regional equity creates policies that value vital 
working class communities, sustainably develops the region, and benefits 
all of its residents. PolicyLink, a national nonprofit research and 
advocacy intermediary, has been a valued partner from the onset.



POSITION DESCRIPTION

The Director will play the lead role in the coordination and 
implementation of Action!’s Transit Equity and Community Controlled 
Housing Campaigns. The Director will work with Action! Organizational 
leadership, campaign partners, and PolicyLink staff to implement a 
24-month work plan that advances recommendations from recent research 
produced by Action! on these issues. The campaigns’ priority issues 
revolve around transportation investment, housing affordability, 
economic development, land-use, and environmental justice. The Director 
will be responsible for implementing a range of strategies including 
policy and advocacy, research, coalition building and project 
management. The Director must be able to lead a multi-issue campaign 
that involves players from multiple sectors including community groups, 
labor, government officials and academia. Annualized salary is in the 
range from $50,000 to $56,000 with benefits, dependent on experience. 
The position runs through December 2009 with the possibility for 
continuation dependent on the status of the campaign activities.



DUTIES:

• Project Management: Set agendas and facilitate Campaign meetings; 
maintain effective communication and conduct follow-up activities with 
Action! leadership, campaign partners and funders; create campaign 
plans, creative tactics and events.



• Policy and Advocacy: Research and analyze local, regional, state, and 
national policies that are relevant to Action! mission and campaign 
goals; develop and recommend strategies to help Action! and its partners 
effectively navigate and impact Massachusetts policy-making arena; 
maintain a scan of current policies related to housing, development, 
transportation, and health and assess the degree to which they address 
the coalition’s priority concerns; organize and
attend public hearings and meetings to advance the campaign’s goals.



• Coalition Building: Develop consistent communication with 
Massachusetts organizations engaging in related policy arena; define and 
cultivate strategic, intentional partnerships with labor unions, elected 
officials, city staff, private interests, and community leaders who all 
share a stake in the development outcomes around housing and 
transportation investment Achieve agreed-upon campaign objectives and 
organizing strategies with pivotal stakeholders.



• Capacity Building: Work with Action! leadership to leverage training 
on equitable development that builds the commitment for policy goals, 
not limited to a broad-based public education effort on the importance 
of community controlled housing and equitable transit oriented 
development; assess and address priority capacity building needs of 
campaign partners; provide technical assistance to community 
organizations on an as-needed basis.



• Other Duties: Support fund development activities that raise resources 
to support the campaign. Assist in writing press releases and in 
planning media strategies. Represent the organization at conferences, 
meetings, radio programs, and other media events, when necessary.



QUALIFICATIONS:

• Strong skills and demonstrated success with critical campaign 
activities: strategic planning, public speaking, activist training, 
organizing people, oral and written communication and problem solving.



• Minimum 4 years experience working on social and environmental justice 
issues and/or land-use and planning.



• Equivalent experience to a master’s degree in planning, environmental 
science, public health, public administration, or community development.



• Strong understanding and commitment to the environmental justice 
movement in Massachusetts and clear analysis of race and class issues.



• Detail orientation with a demonstrated ability to manage multiple 
tasks and meet deadlines.



• Understanding of the fundraising process including liaison with 
foundation representatives and grant writing experience.



• Willingness to travel throughout Massachusetts as campaign demands evolve.



• A team player with the demonstrated ability to work effectively with 
people from diverse backgrounds as well as independently.
