New COMM-ORG paper--the First 2007 paper

To convince you that I won't get lazy just because the 2006 papers are 
completed, I am very pleased to announce the first COMM-ORG 2007 paper:

Collaborative Efforts to Address Minority Over-representation in 
Juvenile Justice:  A Community-Based Mini-Grant Process

We don't often get to see how funding for community-based work operates, 
and this paper provides a glimpse into one such funding process, along 
with describing an attempt to develop a more community-based funding model.
