I live in Victoria British Columbia (Canada) where the City Council has 
been experimenting with the concept of density bonusing. It has had 
mixed success - successful in the downtown area where developers 
provided on site amenities in exchange for increased density.  It seems 
to be more problematic in residential neighbourhoods in this urban core 
municipality where new developments are almost always re-developments 
that result in increased density anyway.  Currently we re experiencing a 
near crisis with a lack of affordable housing for low income families 
and seniors and the City is looking for an exchange of dollars in to a 
housing fund in exchange for increased density.  I see problems with 
this approach as there is no implimentation plan attached to it.  I 
think inclusionary zoning provides a more comprehensive approach and I 
plan to get other neighbourhood groups to look at it and provide 
feedback to the city.
