query: Bachelor's in CED

I have a MS is Community Economic Development from Southern New Hampshire University..
I was accepted as a waiver student. I graduated, even adjunct there upon graduation.
 
The masters does not include a bachelors.
Since I am going for a Ph.D I need a bachelors and so I am looking for a program that I can self pace and perhaps take online and get credit for my life experience---which should all mean less-time-to-get-my-BS or BA.
 
In NYS I know there is Empire University..and about two more..but I was looking for others.
