In response to the query re foundations in community development, I suggest
taking a look at a 2003 paper called "Toward Greater Effectiveness in 
Community
Change: Challenges and Responses for Philanthropy."  The paper aims to
stimulate discussion about how foundations can improve their thinking, 
doing and
learning as it relates to their work on community development and community
change. The paper is on the website for the Chapin Hall Center for 
Children at the
University of Chicago (www.chapinhall.uchicago.edu) as well as for the
Foundation Center (www.fdncenter.org) as part of its "Practice Matters: 
The Improving
