Here are a few resources for info on starting a CDC that might be still
available.  NCCED may be able to help too. www.ncced.org

I wrote a handbook, Starting a CDC -- A Handbook for Historically Black
Colleges and Universities, but is applicable to others as well.  It was put
out by Seedco in New York in 1995.  www.seedco.org

The Massachusetts Office of Communities and Development had a booklet, How
to Organize a CDC, I'm not sure if it is still available.

United Way of America (Alexandria, VA), put out the handbook, Building
blocks for an effective housing collaborative (1994), that had some useful
suggestions.

An early and basic reference was Paul Mico, 1980, Developing Your Community
Based Organization, Third Party Publishing, Oakland, CA.  I'm not sure if
this is still in print.

BTW, if you are starting a new CDC in Rochester NY, you might want to
contact Rural Opportunities, INc. which is a multi-state CDC based in
Rochester.  www.ruralinc.org

One useful source of information on the legal aspects of starting up a CDC
is the National Economic Development and Law Center in Oakland, CA.  I
found their manual "Model Incorporation and Tax-Exempt Application
Documents" especially useful.  That and other publications can be ordered
