Here's my off-the-top-of-my-head response, somewhat heavy on 
union films.

John Sayles' "Matewan" the film "Salt of the Earth" Erick 
Brockovitch (do we count this one as organizing???) A Civil 
Action (OK, more lawyers - I haven't seen this one) Norma Rae At 
the River I Stand (documentary film on the sanitation workers' 
strike in Memphis)

I think "Chicken Run" is a great movie about organizing - -and I 
recommend that recent film "Bread and Roses" for a focus on 
organizing low-wage workers (even if the organizer character Sam 
is a lousy organizer). Neither of these are really about local 
community development, though.

No feature films - but you might be able to obtain (for a 
nominal fee), a film called the "Ravensdale Project" that was 
produced by the Public Broadcasting station in Detroit, 
Michigan. I think that the film was first broadcast in 
1989-1990. You should be able to contact them via their web 
site. The film illustrates a consensus oriented approach that we 
in the U.S. think of as consensus oriented community 
development. There are a number of feature films such as "Norma 
Rae" that illustrate confrontation-oriented social action 
methods.
