I have been researching aspects of the Legal Services Program recenlty,
which was affiliated with CAP.  A first comment I have is that your friend
may need to research the specific CAP program that he is interested in.

Three references that were helpful to me are:

Allen J. Matusow.  The Unravelling of America, A History of Liberalism in
the 1960s. New York: Harper & Row, 1984. This has a good discussion of the
War on Poverty, which the CAP was a part of.

Philip J. Hannon. Legal Services in  Southern California: A Study of the
Legal Services Program in Action.  Unpublished PhD dissertation, Claremont
Graduate School and University Center, 1969.  While about Legal Services
specifically, it also discusses CAP.

Susan E. Lawrence.  The Poor in Court, the Legal Services Program and
Supreme Court Decision Making.  Princeton: Princeton University Press,
1990.  If I recall correctly, this book discusses the origin of the plan to
have legal services offices locally controlled.
