This is slightly different but may still be helpful. Ann Withorn's book
Serving the People: Social Services and Social Change (Columbia U. Press
1984) is, in part, about how social change efforts use service provision to
attract people to their organizing efforts, and about the challenges in
translating service into action - she uses the Black Panthers, the women's
movement, Students for a Democratic Society and the United Farm Workers as
examples. I think it's out of print but it should be available through
libraries.
