Subject:  governance/administrative structures for community partnerships

Can anyone recommend good resources (print, websites, whatever) for
information on various governance/administrative arrangements for community
partnerships or collaboratives that need to create a sustainable structure
that will survive the end of the planning/startup grant?  Our primary
audience is partnerships working for health systems change, but of course,
addressing nearly any community issue will require pulling in other
systems--social services, criminal justice, informal support systems, etc.

Any partnership looking to formalize itself could take on lots of different
legal and financial forms, like 501(c)3 status, being designated/created as
a public authority, contracts with existing fiscal agents, etc.  I'd like
to locate sources that identify the legal and financial pros and cons of
various alternatives, and if possible, what "baggage" each might carry in
terms of being well-received or trusted by communities that have seen too
many initiatives come and go.  I'm also interested in staffing patterns,
decisionmaking processes, and so forth, and figuring out which alternatives
are appropriate in which community contexts.

the Loka Institute (http://www.loka.org) is trying to put together
principles for these types of partnerships. Also, the Social Sciences and
Humanities Research Council of Canada

have some resources.  None of these provide specific examples yet, however.]
