While there is clearly differences between the process popular 
education and organizing, and between the role of the organizer 
and the educator, is it not a distortion of their close 
relationship to place them in a dichotomy, i.e. popular ed vs. 
organizing?  Experience with both tells me that there is a 
complex and fluid interaction between education and organizing 
with one always enabling the other but not necessarily leading 
to the other.
