[Cbrnet] CBRNet is reactivating

Whoops, apologies to Kathleen.  But thanks for the kindness anyway.  :-)

This list will be filtered (only members can post), and informally 
facilitated, but members' posts will go right to the list, as has been 
the practice for this list.

When we announce the list to the e-mail we collected we will send out 
info on the list process and structure.
