Locally-based grass-roots organizations
Criteria:
- Its pre-Katrina address was in an effected community.
- It is governed by the people it serves.
- It is currently involved in relief efforts (including organizing efforts).

Organizations providing self-help and self-advocacy efforts to displaced residents in shelters outside of the region.
Criteria:
- It is building formal or informal self-governing organization among shelter residents.
- It is assisting shelter residents to advocate for their needs.
