*About the Project*

*The Participatory Budgeting Project, Inc. (PBP) is a non-profit
organization based in New York City.** *Our mission is to empower community
members to make informed, democratic, and fair decisions about public
spending and revenue. We work with elected officials, government agencies,
and community groups in the US and Canada to set up participatory budgeting
(PB) processes that enable local people to decide how to spend part of a
public budget. Through our work in cities such as New York, Chicago, and
Toronto, we have engaged 10,000 people and 500 organizations in deciding
how to spend $10 million. From Fall 2012 to Spring 2013, PBP will partner
with the City of Vallejo to launch the first city-wide PB process in the
US, inviting community members to develop and vote on proposals for how to
spend over $3 million from the city’s Measure B sales tax.



*Purpose of the Position*

The Community Engagement Coordinator will be responsible for managing local
implementation of the Vallejo PB process. The Coordinator will work closely
with PBP staff, City of Vallejo staff, local partners, and community
members to manage events, facilitate community engagement, and support
participants. The position requires a self-starter who can coordinate many
public meetings and diverse stakeholders, and who can meaningfully engage
marginalized communities. This full-time contract position will last from
September 2012 until June 2013.



*Duties & Responsibilities*:

Important responsibilities and duties may include, but are not limited to,
the following:

● In collaboration with the PB Steering Committee, lead planning and
logistics coordination for large scale neighborhood meetings, meetings of
community volunteers to develop project proposals, and community-wide
voting.

● Facilitate communication and information exchange between the
groups involved in the PB process.

● Coordinate and facilitate community engagement and outreach.

● Coordinate outreach to city-wide and local media.

● Deliver presentations and explain participatory budgeting to
community stakeholders.

● Manage project website and social media.

● Coordinate and oversee committees of community volunteers who
develop project proposals, and the facilitators of these committees.

● Assist community volunteers with developing spending proposals and
vetting proposals with city officials and agency representatives.

● Moderate and facilitate meetings and group discussions.

● Assist in the collection of data related to documentation and
evaluation of the PB process.

● Ensure compliance with relevant Federal, State, and local laws,
codes and regulations.

*Education & Experience Required:*

Equivalent to a Bachelor's degree from an accredited college or university
with major coursework in communications, community organizing, public
administration, or a related field. Masters degree preferred. Three to four
years of increasingly responsible experience with public administration or
community engagement, preferably including work with local government.

The ideal candidate will have:

● Ability to coordinate public events and meetings.

● Ability to work independently, organize, prioritize, and process
large volumes of work.

● Ability to engage diverse communities.

● Ability to communicate clearly and concisely, both orally and in
writing, with City Council members, community organization representatives,
community members and the media.

● Meeting moderation and facilitation skills.

● Public relations and social media skills.

● Public speaking skills.

● Financial management skills.

● Skills working with spreadsheets, databases and web-based
applications, Google applications and Microsoft Office 2010 applications.

● Proficiency in English and Spanish or Tagalog.

● Knowledge of pertinent Federal, State, and local laws, codes and
regulations.

● Knowledge of the organization and operation of local governments,
the City of Vallejo, and local community organizations.



*Work Environment & Physical Demands:*

Essential functions are performed in both office and community based
settings. Position requires significant travel to attend meetings and
conduct outreach. Willingness to work irregular hours required. Must have
access to a vehicle for local transportation.



*Compensation:* $40-50,000, commensurate with experience, for a 10 month
full-time contract position.
