Thank you, Doug, for this thoughtful post.  Would you kindly say 
more about 
the "network-controlled community institutions"?  In particular, I 
wonder 
whether this concept includes EXTERNAL networks, often invisible 
to 
community members and not necessarily representing their 
interests -- that 
is, appearing to be "community insitutions" but not grounded in local 
governance or ownership.  Is that what you mean here?
