query: research and presentation stratgy

I'm moderating a panel at FRAC's next conference on how state based groups
research and design local reports on government programs, hunger, poverty,
etc.  I would be interested in any web sites, thoughts or papers people
know of that discuss any of the following:

a) how to present data to the media, or the general public
b) how to research state legislation (any one stop sites on this?) 
c) how to research performance of state programs
d) self-publishing
e) other related topics to creating effective advocacy oriented public
policy reports by local organizations.
