*	Program Officer responsible for driving ECD's efforts to monitor
program impacts and to improve the impact of ECD's lending, housing, and

employees and by working with strategic partners throughout the region.

*	Public Policy Associate responsible for supporting ECD's efforts to
address policy issues relevant to economic development in the Delta by

ECD Organization Overview

The Enterprise Corporation of the Delta (ECD) is seeking an outstanding
individual for the position of Program Officer and an outstanding individual
for the position of Public Policy Associate. Both positions are available in
Jackson, MS.

ECD is a private business development organization serving the Delta regions
of Arkansas, Louisiana and Mississippi. Its mission is to improve the lives
of residents through the creation and expansion of high-quality jobs and
increased opportunities for business and home ownership. ECD provides
financial, management and marketing assistance to Delta firms and
entrepreneurs both directly and through strategic partnerships with the
private, public and non-profit sectors. Based in Jackson, Mississippi, ECD
has offices in Pine Bluff, Jonesboro, and Forrest City, Arkansas; Monroe,
Louisiana; and Clarksdale, Southaven and Vicksburg, Mississippi.

Since it began in 1994 ECD has assisted more than 1,068 Delta firms and
entrepreneurs, generated $74 million in financing commitments and supported

Program Officer Position Summary

The Program Officer will drive ECD's efforts to monitor program impacts and
to improve its impact through the Delta Employment Enhancement Project
(DEEP).  Through DEEP, ECD promotes public programs and incentives that
benefit low- and moderate-income workers and their employers.  Examples
include state tax credits for job creation, federal tax credits targeted to
businesses located in an empowerment zone or enterprise community, job
training and placement programs, the earned income tax credit, and the
children's health insurance program.  The Program Officer will report to the
Senior Program Officer responsible for Policy and Programs.  The position's
primary responsibilities include:
	·	Gathering and analyzing impact information associated with
ECD's lending, housing, and technical assistance activities
	·	Work with ECD-assisted businesses and their employees to
identify and promote programs and incentives that enhance ECD's impact in
the Delta region
	·	Work with strategic partners to implement DEEP on a broader
scale

In addition, the Program Officer will support the implementation of ECD's
sectoral strategies focused on technology, child care, and health care and
will assist in the maintenance and upgrade of ECD's information systems.

Background Required
	·	Graduate degree in relevant field or comparable experience
required.  Preference for experience in community development or development
finance.
	·	Effective communication skills and demonstrated capacity to
establish effective partnerships.
	·	Strong computer and analytical skills, especially with
spreadsheets and word processing.  Experience with Microsoft Access,
ArcView, and statistical software a plus.

Public Policy Associate Position Summary

The Public Policy Associate will support ECD's efforts to address policy
issues relevant to economic development in the Delta.  The Public Policy
Associate will report to the Senior Program Officer responsible for Policy
and Programs.  The position's primary responsibilities include:
	·	Research on issues relevant to economic development in the
Delta.  Such issues may include workforce development, housing, child care,
health care, and telecom policy
	·	Work with strategic partners and policymakers to craft and
promote ECD's policy agenda

In addition the Public Policy Associate will support the implementation of
ECD's sectoral strategies focused on technology, child care, and health care
and work with the Associate Program Officer to develop and implement
programs that benefit Delta employers and employees within ECD's portfolio.

Background Required
	·	Graduate degree or comparable experience required.
Preference for experience in applied policy research or community
development finance.
	·	Effective communication skills and demonstrated capacity to
establish effective partnerships.
	·	Strong computer and analytical skills, especially with
